Given equation:

y = 2/7x - 5

A perpendicular line will have a slope that is the opposite reciprocal, therefore:

2/7 --> -7/2

(-3) = -7/2(2) + b

Simplify:

-3 = -7 + b

-3 + 7 = b

b = 4
