I think definitely Spain was one in 2017 but I could be wrong?

The main part of those list was Iraq and Iran and especially Afghanistan

  • After 9/11 America has prime target on Taliban .
  • As sadam Hussain was there america wanted to attack on Iraq too.
  • And Iran was his enemy since golf war.
