20 because 2 weeks is 28 day and all you have to do is do sum decimals

10 inches of rain in 2 weeks......2 weeks = 14 days....so 10 inches of rain in 14 days.....10/14 = 0.7143 inches per day

for 31 days....
31 * 0.7143 = 
22.14 inches in 31 days <==
