What does Ares mean when he says Percy "doesn't have what it takes"?

I think that Ares means that Percy does not have what it takes because he only knows water. Ares is the god of war and he seems to think that this is better, and that he is better then Percy. He looks at Percy and he sees a weakling because to him he has all the power, and Percy is nothing. Hope this helped
